I am afraid this is a previously very hotly debated subject, if you can believe it. Almost everyone I have ever asked this question has had an opinion. As for me, I cannot decide between

I guess it have to be Belle,but only becase I haven't seen snow white, sleeping beauty, or pocahontas.

Snow White, Sleeping Beauty, and Cinderella have zilch character development. Belle and Pocahontas only have a little. I like the plot in the Beauty and the Beast story better, though. It's hard to beat a mob with pitchforks.

Belle has the best voice (stronger than most), the best relationship with those in authority, and she's self-sacrificing ("Wait- take me instead..."). I have to admit, though, Aurora usually has the best clothes.

Belle? Have a stronger voice than Pocahontas? Uh uh. No way.
Pocahontas has the best voice, and Sleeping Beauty the best clothes, and Snow White has the best movie.
Anyway, were I to include non disney princesses, than my list would be over whelmingly long. Rapunzel, Rowena, etc.
Wait- Aurora is Sleeping Beauty, right? I love her whole look.
I shouldn't add another comment, as you already have twenty, but I made up mind to post one. I voted for Pocahontas. She is the very best, although I have never actually seen the whole thing, just little parts of it here and there. And I'm going to echo all the others, why do loathe Belle?
